Warning: When making decisions, I try to collect as much data as possible before actually deciding. I try to abstract away and see the principles behind real world events and people's opinions. I try to generalize them and turn into something clear and reusable. I hate depending on unpredictable and having to make lottery guesses. Any problem can be solved by systems thinking and acting.
Here are my nominations:

SuperSqank
These two newcomers brought in a nice variety of games that aren't as common to see around on the site. Those are always interesting to see.
Suru486
It's nice seeing another person out there TASing Super Mario World related projects here, since there's a lot of cool ones but not a lot of actual submissions to the site. I hope this leads to more folks submitting their SMW work.

I recently discovered that if you haven't reached a level of frustration with TASing any game, then you haven't done your due diligence.
----
SOYZA: Are you playing a game?
NYMX: I'm not playing a game, I'm TASing.
SOYZA: Oh...so its not a game...Its for real?

Anybody got a Quantum computer I can borrow for 20 minutes?
Nevermind...eien's 64 core machine will do. :)

BOTing will be the end of all games. --NYMX

Nominating Rxser.
Whenever I talk to newcomers to TASVideos or TASing in general, I try to tell them all the same thing: Do what you want, do whatever holds your interest, do what inspires you to keep going. To me, the soul of TASing as it stands today is representation of games and TASes that explicitly don't have big audiences, since the big game changer TASes have always had that and always WILL have that. I see success when niches are filled. It brings new, passionate people to the site, people who may have finally found a place where they can not only view, but also create, what they want to see. All of the currently nominated TASers exemplify that to me, of course, but I think it's a shame that Rxser has yet to be nominated despite being, to me, the best example on the board. Are those escape room TASes for everyone? Judging from the amount of unnecessary complaints I've seen, definitely not...
And I would say that helps prove my point.
People may complain, but those escape room TASes are still there for the people that want to see them, and that level of representation is absolutely what matters most to me as a top-level representative of the site. Even if a good TAS is made for an audience of only one, I'm happy to give that one person the opportunity to find it and see it. That's how the hobby truly grows, after all, by letting people know that their niches are accepted and embraced. We have a place for escape room TASes, and because of that, that's 18 more submissions, 18 more publications, 18 more games on the site, 18 new opportunities to inspire others that we may not have gotten otherwise. This is a huge success to me, even if it doesn't lead to anything.
Now, I'm aware it sounds very self-centered for me to say that my choice for rookie of the year is the one who best showcases one of my own hypotheticals. Ultimately, my dream hypothetical for any new user is inspiration through another's passion, and said passion in this case happens to be shown through a genre of games that is often criticized on the site as not being particularly entertaining to watch. If this situation sounds unreasonable to you, then I'd like you to ask yourself a simple question: Could this ever happen? Could anyone be inspired enough by escape room TASes to come to the site and start contributing themselves? Is that hypothetical even remotely achievable in your mind?
Have you done that? Okay. I have one final thing to say.
It was never hypothetical.
