Warning: When making decisions, I try to collect as much data as possible before actually deciding. I try to abstract away and see the principles behind real world events and people's opinions. I try to generalize them and turn into something clear and reusable. I hate depending on unpredictable and having to make lottery guesses. Any problem can be solved by systems thinking and acting.

Mario. One reason is that they pretty much ruined Sonic with the awful later games, and another is that some of his fanbase has a pretty disturbing level of dedication.

Well, if we were to judge in terms of coolness alone, I would have to go with Sonic.
I still vehemently believe that Mario is a way better mascot than Sonic though, and that Mario literally stomps Sonic into total nothingness.

Thinking about it logically, it actually doesn't make much sense.
A mascot is usually an animal (sometimes mythological), possibly a more or less anthropomorphic one (like Sonic is). Sometimes it could be a robot. Humans are seldom, if ever, used as mascots, possibly because of the implications. (Mascots, while usually not pets, have a lot in common with them, and human pets would have quite unfortunate implications.)
Even for a human mascot, Mario is a bit odd one. A fat Italian plumber probably in his forties. A rather stereotypical Italian in many depictions. What kind of mascot is that?

Without a defined metric as to what makes one mascot better than another, it is just an opinion, and opinions are like assholes, etc.
What makes one mascot better than another? Marketability? (Even then, how would this be measured? Number of extraneous items that the character appears on? Pure # of sales for main titles?) Number of games starred in? I really can't think of anything else.
Honestly, I doubt the quality of the mascots in question has much to do with a game beyond brand recognition. These days, Mario is most likely a stronger brand, just due to the number of poorly received Sonic games over the pastfewyears. However, those likely have little to do with the actual character at the helm, and more to do with the gameplay design decisions. As far as I know, most games staring Mario have done far better with reviewers recently.

Also, Mario is badass because he can fly, shoot fireballs, grow huge, ride a dinosaur, jump super high, run really fast (fast enough), jump off walls, do tons of acrobatics, etc. Sonic can run super fast and jump while flipping. He can't shoot fireballs or turn into a statue to hide from enemies. The "best" Sonic games have him with only 2 non-directional controls: jump and spindash. He can't even pick things up.
