Yeah, if this was about to get reconsidered I would've just pointed out that this only does a single part and not the entire alphabet (if you ever played this game you'd understand, basically "levels").

They're generally not removed. If you do want to remove it you can just do it in post when editing it since your goal is a video file.

For the first one it's an extremely old TAS (17 years ago) where it may be better to have a major revision. As for 16 Star. There's allegedly progress being made for a more definitive one in which the route/run is allegedly being revised continuously (much like 120). There's also an SBLJless TAS that's faster than that unrestricted 16 Star TAS, just to like prove that there's room for improvement.

You need to use BizHawk's Multi-Disk Bundler in order to change disks.

Technically yes, and no. Yes being Neo handles certain titles better than MAME. No being Alpha doesn't. Probably the most common thing talked about was how FinalBurn handles Capcom/NeoGeo titles better than MAME.

Cycle Count is just a proper saving using the same input for a movie that's produced in BizHawk. It should not produce a desync since the input doesn't change. Watching back a bk2 without it will warn you about it, and all you have to do is resave the project when it reaches the end of the project.

Just letting you know that Hawk 2.9.2 isn't released, meaning it's a dev build, but also the release version would become 2.10. Does the author know if this syncs on Hawk 2.9.1, which is not a dev release of BizHawk? Otherwise we have to wait for 2.10... and validate it syncs on that instead.
