Action 52 is an unlicensed game made for the NES and Sega Genesis, featuring - you guessed it - 52 different video games. The NES version was published in 1991, whereas the Genesis version was published in 1993. Both versions were published by Active Enterprises.

Fire Breathers is game 1/52 in the NES version of Action 52. You play as the red Fire Breather who has to defeat the blue Fire Breather 8 times.

About the TAS:

This is a 26 frame improvement over the current publication, which can be found here: https://tasvideos.org/5636M

All 26 frames of the improvement is in the last level. It turns out the developers didn't code the X and Y positions correctly, so instead of going past the wall, we can just warp to the left of the screen and come out the other end.
