I get the feeling every single player that submits a terrible TAS as his first attempt and then gets taught by posters never goes on to learn anything. Is there a counter-example of that?

SDR vlackdemon mnay fighting game TASers did shoddy work, then did good but not acceptable TASes and then made superb TASes
but many of the noobs will fail and never come back,u can only pray they get better.
I want all good TAS inside TASvideos, it's my motto.
TAS i'm interested:
Megaman series, specially the RPGs! Where is the mmbn1 all chips TAS we deserve? Where is the Command Mission TAS?
i'm slowly moving away from TASing fighting games for speed, maybe it's time to start finding some entertainment value in TASing.
Current:
Rayman 3 maybe? idk xD

Rocky start, but the Rayman 3 and NSMBWii runs pretty much proven you've learned from your past mistakes. Haven't seen that in... well, any other TASer really.
Now if only that kind of #toptierturnaround can happen in some of the more recent submitters...

I've been noticing it more frequently. Seems like many newcomers are in a rush to get a run published. I don't know, maybe it's the appeal of getting a couple thousand hits on YouTube/NicoNico?
When I started TASing, I learned pretty quickly that frame advance was the way to go. Are newcomers not understanding that using frame advance is a crucial step on the road to making a quality TAS?
"But as it is written, Eye hath not seen, nor ear heard, neither have entered into the heart of man, the things which God hath prepared for them that love him." - 1 Corinthians 2:9
I don't think this is something that has been 'occuring more frequently'. I think it's been a constant for years and years. Every site has n00bs, just that ours make submissions instead of posts.

I beleive feeuzz is another example. His first TASes used only slow mode with no frame advance. Today, he’s one of the best Sonic TASers with very good skills, especially at controlling 2 (or even 3) characters at once.
But the difference is that feeuzz never submitted anything before he became good at it. He only shown his work to others. I beleive this is exactly “the right way” or learning about making TASes.

Yup, you make a submission only when you're ready for it to go up on the site.
IMO when a newbie makes a submission of low quality, instead of what happens now (everyone dogpiles on it to poke fun at them), this should happen instead (only one moderator/whatever makes a response (can be pre-made) which lays out what the purpose of TAS submissions is, and what you should do instead (post WIPs in the relevant game topic, research, ask for feedback, etc))

I think the problem is that it's far easier less work to submit a WIP to the workbench than it is to put a WIP into microstorage and post in the relevant thread, moreso since microstorage does not (yet) accept the new bizhawk playback format.
Counterexamples/counterarguments, please?

I am pretty sure BK2 can be put on this site without issue. TAStudio projects from Bizhawk, maby?
When TAStudio is released, it will be MUCH better for everyone. I am using it for Gun.Smoke and testing it to make sure a casual user can figure out how to make it work.
When TAS does Quake 1, SDA will declare war.
The Prince doth arrive he doth please.

Dimon12321 is my only example, but I could be reading what you're implying wrong.
Nice example! Me!? gamerretro2 is my continued, because I had the same expectation about submitting TASes before rejecting Doom 64! The quality and push-game-to-its-limity came to me after. I've learnt much from posts. I can't agree that my 1st TAS is terrible! I spent a month on it and was making it every day, improving almost every map. My fault was the lack of knowledge. My TAS could be even acceptable if there wasn't any more important knowledge or using only mine.
TASing is like making a film: only the best takes are shown in the final movie.

Ok, yeah, this is a good line of argument, and I welcome it. The easiest course of action should be the correct course of actions. Things you should only do once you have experience should be hard to accidentally do.

Userfiles require less effort than actual submissions to the site. In some cases, though, newer users submit runs to both userfiles and the workbench simultaneously, or submit some run to userfiles and a different run to the site shortly after.
I don't think it's because it's "less work" to submit a run to the site than it is to post on the forums: Newer TASers honestly believe they're putting in as much effort as anyone else. They're proud of their work and want to show it off, like a child giving their drawings to their parents to put up on the refrigerator. I just think they look at TASes on Youtube, think "I can do that!" and knock one out in a day or so before submitting to the site, disregarding any of the guidelines. They're the same kind of people who watch a video on Youtube and ask questions that are directly answered in the video description, except people here are generally nice to new submitters.
It'll just take some time for them to come around and hopefully start making quality runs. It wouldn't hurt if people got a little more involved in helping them out since it looks like most of them are non-native English speakers and most of the information on the site is in English, but given that we have multiple counter-examples there's definitely a possibility of more turnarounds in the futue.
