Yes. That's what I mean.

There was a huge row when someone recreated another person's Pokémon Yellow TAS from an encode and submitted it. (I think it was nonetheless eventually published, though.)

..... So, if I made a TAS, and uploaded it to Youtube (and not here), noone should get the same time or I can complain and have it take down?

These sorts of points were why there were a row. I think everyone would be happy if you managed to beat the improvement, though. It's the same-route-same-time that lead to all the arguments. (I guess you could use different camera angles, too, within reason.)

The only reason there was a row (which, for the record, was here) was because the 'original' author actively refused to have 'his' run/fastest time on the site. It didn't stop the recreated run from being published though. As stated in that thread, strategies and frame counts aren't copyrightable. A case could be made for movie files/inputs, but if those aren't given by the original author, then that's a non-issue either way.
http://www.youtube.com/Noxxa <dwangoAC> This is a TAS (...). Not suitable for all audiences. May cause undesirable side-effects. May contain emulator abuse. Emulator may be abusive. This product contains glitches known to the state of California to cause egg defects. <Masterjun> I'm just a guy arranging bits in a sequence which could potentially amuse other people looking at these bits <adelikat> In Oregon Trail, I sacrificed my own family to save time. In Star trek, I killed helpless comrades in escape pods to save time. Here, I kill my allies to save time. I think I need help.

They're on the last Rainbow Ride segment (which includes the 100 coins), and then Bowser 3 is in place to be pasted after that, completing the run.

This can only mean they're going to restart again to implement that major improvement!

No they are not also going to begin again everything near the purpose. If improvements must be brought that will be in another version.
