the author went out of his way to implement a much smaller improvement much earlier in the run, but didn’t implement that because he probably didn’t read it, he should be made aware of it so it can be implemented

That was a menu screen. Those are generally much easier to hex. On the contrary, the 3 frame improvement is in-game, probably when the RNG is rolling, making it much harder to fix and probably would require him to redo half the movie.
Also, it's already published, nothing can be done about that.

oh go fuck yourself, it’s supposed to be a site rule that there should be no known improvements, and plenty movies have been suspended for small improvements and it takes at worst 1 more month to implement them

I'm going to elaborate on this.
Our site rules demand that for a run to be published they should beat all known records.
However, that doesn't mean runs have to be perfect. There shouldn't be much that a casual viewer should find as very wrong, but that doesn't imply everything everywhere needs to be frame precise.
I also quote the Judge Guidelines:
