It means whether members of the audience approve or disapprove of the publication of said submission.

The members vote for the submission's fate, whether it should be accepted and published or rejected. This does not ensure the submission's fate, though, as the judges always have the final say and the members' voting is only a guideline for the judges.
http://www.youtube.com/Noxxa <dwangoAC> This is a TAS (...). Not suitable for all audiences. May cause undesirable side-effects. May contain emulator abuse. Emulator may be abusive. This product contains glitches known to the state of California to cause egg defects. <Masterjun> I'm just a guy arranging bits in a sequence which could potentially amuse other people looking at these bits <adelikat> In Oregon Trail, I sacrificed my own family to save time. In Star trek, I killed helpless comrades in escape pods to save time. Here, I kill my allies to save time. I think I need help.

Uhh... That wasn't a well-constructed sentence. Please rephrase so I could at least understand. :) EDIT: If you mean the "yes" / "meh" / "no" percentages, simply put, "yes" voters approve of a submission being published, "no" voters disapprove, and "meh" voters don't care.

Generally, I'd ignore the votes. Read what people are saying about the movie. That's far more informative, and they may have questions that they want you to answer, too. The voting is just to get a quick feeling for how people feel about the movie.

Welcome to TASVideos, where everything's made up and the votes don't matter! ... Realistically, if the judges are doing their work properly, the votes will barely (if at all) be taken into consideration - far more important are the viewers' opinions as presented in the discussion thread. The votes can be taken to be a general sign of how well received the run has been, but other than that they're largely meaningless.
