I think there is enough demand for a TAS that it would (or at least should) be accepted. I agree that some people might think it's a boring game to watch, but those of us who really enjoyed the game don't think so, and even if it is that's no reason to never allow any speedrun at all to exist -- especially since it won't be insanely long. I say go for it, and I look forward to seeing a version on the updates page some day soon...

Would it slow things down or speed things up any if you used both ToeJam AND Earl? I'd LOVE to see a two-player run, if only for the comedic value of the duo chatting with each other between levels. XD

I'd think it would be the same either way, if you TASed to figure out where all the pieces are. Edit: In a non-TASed playthrough of the game this would definately be faster, as you could explore the maps to find out where everything is faster, but with a TAS you already know where the pieces are as you've already played through that level and gone back with a savestate.

It could possibly save time, but I doubt it. In the levels where there's a ship piece you could send Toejam to get it while big Earl goes round collecting presents, and then regroup them at the lift. More effecient then getting Toejam to do both, but of course it wont bring any advantages for the levels without a ship piece. Earl's slower walking speed will only slow the levels down, so unless each present he collected had rocket skates in it or something it'll just be faster to go with Toejam alone.

One of the things that's nice about two-player, though, is that presents are shared. This effectively gives something like rocket skates double the usual coverage. I also believe the un-fall present is replaced by "Togetherness", which is about a thousand times more useful in TAS, since the only practical way to use it in single-player is to fall on top of a out-of-the-way ship piece.

This is true. Make TJ drop to lower level to get a ship piece and then use Togetherness to get back to Earl, who has alredy found his way to elevator.
