This will be my 2nd project after RnF is finished.
I have already planned out most of my route as it will deal with mass luck manipulation such as
-Getting a Hero Sword chip as early as possible via chip machine
-Getting the PA with Gutsman, Met guard, and Dash as early as possible
-Mass luck manipulation at chip drawings at begining of battle
But I was wondering if the GBA emulator can support this kind of manipulation without desyncs. Hmmm, I'll have to test this.

From what I can tell
Battle chip results seems extremly hard to control. This is a major problem, the only thing I can probably stand controling is if a chip drops or not for chip machine.
Chip Machine is VERY possible to control. Thus the more chips the better for Hero Sword ASAP.
A G-deck (for GutsStreet) I think is the easiest and best to get.. which you have already said.
There is an even worse (and easy to get) combo in the 2nd game, but it was taken out of the English releases...
EDIT: If you will ever be fighting with the buster, remember to max power and ignore rapid. A buster shot can be cancelled by moving in any direction, so the best "rapid" isn't firing rapidly, it's fire-move-fire-move etc.

Battle chips aren't that hard to control... You can easily avoid all random encounters, but if you ever get into one you'll notice the chips you start with are completely randomized depending on when the encounter happened. This is also when the next 5 chips you get (if you use ADD) are randomized, so to manipulate that you'd need to change something before the battle, or if it's after the first turn in the battle you'd need to change what you did on the previous turn of the battle to manipulate it. (If you mean the drops from enemies, then I don't know, those always seem determined further ahead of time.)
