How about expanding the submitter's authority to its own submission? Such as replacing the movie file, setting to delayed? Sometimes I have to want judge's help to do these things. It's a little inconvenient...
On the other hand, how about adding module of bilibili into the submission page (text)? Bilibili is a Chinese video site, similar to niconico. 60 fps video is available now on this site. And most of Chinese TASers upload their videos onto this site instead of obsolete Tudou or Youku. Several months ago, bilibili listed in Nasdaq, USA.

Giving a feature such as modifying a submission can actually be damaging to TASVideos say that the person wants to leave TASVideos they can pretty much wipe all their TAS submissions from existence.
File Replacement is also done as a way of checking by someone else that the file still syncs, the original submission file should stand as is, until a sync is done by that is checking.
That's when the file is replaced.
This is a bad suggestion, it should only be moderated by those that are the Judging Staff or part of the Senior Role of TASVideos, not a submitter who is just a user.
Setting to delayed is probably the better suggestion in your query but probably to an extent as infinite delay will be annoying and would probably pass as a Rejection in the end after a set amount of time has passed, but not the replacing of a movie.

It's not like you can't work on improvements until a judge sets your submission to delayed. And how many cases of judges ignoring a delay request can you list?

I want to replace files only when the submission is been judging. If someone wants to leave, they can't replace the submission which is judged over. So damaging won't happen to this site.
I don't see any problem with allowing the submitter to replace files. If, at any point, he/she can withdraw the submission by canceling, it would make sense to give the power to allow the replacement as well, even if the reason is not good and will lead to rejection. Of course, if the movie is eventually accepted, that means the site now claims some CC-BY rights to the file, so it should not be replaceable.
I don't agree with the suggestion on the delayed status, though. Delaying something influences the analysis process, and should be done with approval from the judge.

Then, why are movies that were canceled before the Vault existed did not qualify to become Vault publications?
Technically, if you got rights on it, you could publish it even after cancellation, no? Or you added that claim on submissions only recently?

Technically that would be possible, but there is such a thing as agency. If a user cancels their own movie, thereby positing that they do not want their movie to be judged or published, we respect their agency. Therefore, I and other judges do not uncancel any user-cancelled submissions out of principle.

Note that by submitting the file, and accepting the Creative Commons license when doing so, that means that if somebody were to grab the file before it's cancelled, that somebody can do whatever said license allows, and there's little the author can do about it (other than ask politely for that person to forget the file).
