Wait though...I already tried downloading the prereqs. That's what the 2nd and 3rd pics are all about. Are you saying there's some alternative method to making sure they download, using a CUE file?

Download and install the latest prereqs. When loading the game, load the CUE file instead of the BIN, assuming you're using CUE/BIN instead of CCD or ISO or something.

When I was missing DLLs, it was due to Norton deleting them (false positive). What I did was made a folder called "BizHawk" then whitelisted the entire folder. I then made new folders in it called "1.11.4", "1.11.5", etc. for different versions of the emulator. I don't get those problems anymore.

Huh...so all I have to do is whitelist the folder, copy and paste the Prereqs program into said whitelist, then run it there? If not, I would assume that I would have to have the outputs of said programs launched into the whitelisted folder, right?
