Lol poeple complained alot about lookdown in Goldeneye, i wonder how long before poeple start bashing Mario about it? :P Loved Collect the Caps! Submarine glitching was a nice WTF.

I didn't like the look down in Goldeneye, but that's because there is a lot more going on in that game. In these two videos for SM64, you're not really missing out on much with the camera aiming at the walls. If anything, it gives an illusion of it being faster (not considering that it is faster) due to not knowing how much longer is left in the underwater tunnels.

Lookdown has historically not been a concern on SM64 TASes except for in Dire, Dire Docks. Even if this one world is chock full of lookdown, the TAS as a whole won't feel like it is.

If there is any slowdown due to the frame rate still, it could likely be eliminated by using the Lakitu camera and freezing it in the first area. Obviously, that would not be a very exciting movie to watch but it would be faster...

No. Using fixed camera in DDD is a horrible idea. =P It lags even more, to my knowledge.

Question: I've heard mention that the game's RNG is very volatile, rendering hex-editing basically pointless on most stars, BUT that there are some stars that can be collected that don't depend on/suffer from the RNG, and thus can be hexed. Which stars are these?

You've heard backwards. Most of the stars are hexable. It's just that if you find an "early" improvement and are 115 stars into your 120 Star TAS, then you'll have to re-do a few of the 100 coin stars, etc.

Hyper Infinite Wall Jumps are taking over SM64. Thats all I gotta say. O_o
