The list of potential emulators hasn't been updated in nearly a year and a half, and I've done a little testing with it and it seems to work fine for me. I haven't been able to test out if it syncs or not, but I can't see why it wouldn't. (I can give WIPs for people to test it out on theirs).
I'd kill to TAS the PS2.

The rerecording features should be ported to reasonably up-to-date version of PCSX2. The one I'm aware of is based on ANCIENT version.
Sync stability is much harder than it seems. There have been emulators that "seem" to sync but utterly fall apart if you try to push those by actually TASing.

Firstly: The glitches are mainly in the 2009 build of pcsx2-rr
Use the 2010 version.
Secondly: The emulator is not meant to be fast.
It is based of your computer's graphics and processor (and other).
Thirdly: The emulation is stable in playback!
When you hit F12 on your keyboard to dump the video.
DO NOT USE A SCREEN CAPTURING PROGRAM (I saw your mouse and closed the video ASAP).
Edit: If you're going to mention a graphics problem it's due to the plugin itself.
Crash Twinsanity has not been solved for graphics as an example.

I got 14fps average when creating this. Dumped it and it ran at 60fps.
Also you can see there is a minor graphic issue to it too.

No I did... that made me more pissed off so I didn't bring it up.
Why? Because PCSX2 without rr is a normal emulator lacking TAS elements.
Edit: You just have to be patient with 2 things.
1. The next Graphics + Version update which will fix this error.
2. The next rr Build.

Aarr... when was the last build? Everyone give links on pcsx2.exe of December, 2010 change and it is beta r2186. It's 2014 now. Are you sure that someone still works on rerecording?

The reason the project got dropped was because sync-stability was far worse than Mupen. PCSX2 need more improvements as an emulator before it is worth attempting an RR-branch again.
