I haven't tested it. I wonder if the difference Balloon makes would be enough, though. I see it can save several seconds in Skull Man's stage, but on the other hand, I wouldn't have Hell Wheel in Dive Man's stage. Hell Wheel saves a truckload of time, especially with TAS ability to control it. It'd also lose a lot of time actually getting the Balloon in Dive Man's stage, which requires fighting another miniboss (with the pea shooter), which will also take a lot of time.
I doubt it'd be worth it. I'm guessing Hell Wheel alone will make up for the difference in Dive Man's stage, and getting Balloon in Dive Man's stage without any weapons is also going to cost at least half a minute, probably a whole minute. I don't see Balloon making up for that much time.
Also, taking the detour and saving Beat in Skull Man's stage I'm fairly sure would also take more time than it would gain.

I like the superior use of critical hits. Seems to save a fair amount of time in some places.

So apparently the "True Arena" mode that is eventually unlockable in the "Special Mode" menu of this game has a...shall we say, rather frighteningly unhinged bullshit rapetrain of a boss at the end, as shown in this YouTube video that was just uploaded a few hours ago. Some particularly nasty status effects are involved, including a lovely little purple tornado that likes to incur "silence", "darkness", and "sap". I'll let you guess what those do. Oh, and most of said boss's attacks seem to have a 50-50 chance of causing the "sap" status effect. Nifty, ain't it? D:

It seems apparent to me that beating this boss--and I mean, beating this boss at all, let alone without Rush Cannon and/or Wish Star, which the True Arena doesn't let you use for this fight--even with tool-assistance, would be quite an accomplishment. (Or at least that's the feeling I get from watching this vid. Certainly not looking at Cockroach Twin the same way again, that thing is hopped up on some extreme steroids here. lol :p)

ah yea i remember that, i played through the True Arena mode the very first day that the new 0.97 version was released.
It's seriously IMPOSSIBLE ...to even reach him without savestates. At least for me anyway. 9 E tanks, + any freebies from eddie + 4 more free E tanks on the 4 corners of the screen (life energy graphic) are not enough to make it.
Even if you did get there even. One of the abilities disables you from even using E tanks whatsoever period....permantely until your forced to die which will usually just happen a few seconds later anyways.
This battle is based 100% entirly from "omega" on the Playstation 1 - Final Fantasy 5. Every single attack omega had in the FF 5 battle is here in NES form.

The first bullet point of this section made my day.
I have wait for this finished version for a long time.
I planed to make a no damage, 100p collection TAS. But this version has more settings, I decide to make a hard mode, critical damage allowed, taking no damage, 100% collection TAS, using glitches and skills to make the new play more interesting.
If you want to do this 100% tas, why not use 1.00 version?
And maybe you can't use skip glitch in many place.
I think any% and 100% all should be from skullman as the first stage.
I can't find the version0.97, if you can't save alarge fames like more than 80 frames, you could save nothing in skullman stage.
