Judges can't reject a submission instantly anymore. But judges can cancel instantly.

I like to think of it as the judge saying, "I don't think this was seriously intended as a submission (but if it was, somehow, go ahead and uncancel it)."

Since the whole idea with the imposed 3-day waiting period is that the author is given the fair opportunity to defend his submission, I suppose that uncancellation could be considered a sign of the author wanting to do so. If that would ever happen (for a genuine reason rather than just for spamming/trolling), the judges should respect the author's wish (ie. to have the submission on the queue for at least the 3 days). Which in turn means that a judge should be able to cancel a submission only once but not more. Of course since it's assumed that the judges are fair and just, it shouldn't be necessary to go and actually literally limit the judge-imposed cancellations to one, as long as it's made clear to the judges that in such a situation the wishes of the author should be respected, rather than starting a cancellation/uncancellation war. (Of course in the rare case that someone abuses the uncancellation option for trolling or spamming, more drastic measures will have to be imposed, but let's hope that doesn't become a popular form of vandalism.)

I actually cancel it more due to our user base, than to the problem of having it in the queue. (In fact, I thought I locked this thread). The problem I see is that new users will continue to join the site and not understand how things work here. However, while some people post positive and helpful things, many people respond ridiculous comments like "Ban this user" or "Burn him alive for submitting this" (Ok, slight exaggeration, I know, but it gets the point across.) Additionally, these comments can reach 2-3 pages - whereas many serious submissions barely make 1 page of comments. I'd rather not allow so much negative attention be focused on one submission, since it only takes a single comment to explain what the user did wrong. 30 people showing up to essentially 'mini-mod' a submission is NOT helpful. (edit: I don't mind users contributing and helping explain what is wrong, in fact, many users are much better at it than I am. However, a torrent of users for umpteen pages isn't helpful.) So, in clear and obvious rule breaking cases like this one, I cancel it, attempt my best explanation at what this site is about and why this submission doesn't follow our rules, cancel it, and lock the thread. This prevents new users from getting a torrent of negativity from our user base.

When you cancel the submission for someone, it would be helpful to duplicate your reasoning stated in the submission text as a forum post (the last post in the topic). Additionally, I think you should suggest a method for the user to get in contact with you if they have any questions, since you just prevented them from doing it in the most obvious place.

Good idea, in fact, I could use some help writing a boiler template of "Welcome to the site, your submission doesn't meet our criteria, etc, here is what we aim for etc, your movie needs to beat X, please use the forum PM feature to contact me, link is at the bottom of the post." Any better writer than I willing to help?

That's not a bad idea overall. I only think it should be worded in a way that's easy to machine-translate.

That sounds like a good idea given if the judges actually do work instead pf procrastinate over everything in the Workbench.

What "procrastination" are you talking about? Things don't need to be judged RIGHT AFTER the 3 days expire. Most things get judged within the week. Sometimes, if things haven't gotten enough feedback, I let them sit longer.
