I played this game on Windows. I don't know of any differences to the PS1 version. I'm not working on any project, just creating a topic here to write down what I know and to raise interest. The goal is to conquer more tiles than the other players. In single player, you are playing against 3 CPUs. The level ends prematurely when all tiles on the board are conquered. There are five "worlds" (Oceanic, Spooky, Space, Fun fair, Wild West) with nine levels each. There is a "completed" movie after completing a world, and a credits movie after completing all worlds. A run should play through all the levels. Long play - https://www.youtube.com/watch?v=zFM_waX2_3A Speedrun leaderboards - https://www.speedrun.com/live_wire There are different items, such as a water wave looking one that will conquer all nearby tiles or a paint roller looking one that conquers all adjacent tiles that belong to a certain player. The most interesting one is this special paint roller item: Using it will convert all tiles on the board to your color, ending the level fast. It appears in a certain pre-determined tile in a few levels, such as Space 9. But it can also appear randomly at a very rare chance. (I'm not sure if items are set at level start or when flipping a tile.) Perhaps a TAS can manipulate this item to appear in every level? You can play 2 vs. 2, which is done in some RTA runs (see the leaderboards).
