Hello, I would like to ask how I would get all the shines on Mario Sunshine without beating the game 100%. Is there any savestates, files, or anything that we could use to get all the levels unlocked for us to easily do specific levels? Thanks!

If your intention is to learn to speedrun, do ILs or TAS the game, wouldn't it be a good learning experience/getting a feel for the mechanics to beat the game 100% anyway?

I guess, but I did beat the game on an old PC a while back and I did a few of the first levels now, but I want to easily jump to Pianta Village and practice and finish it there.

You can already enter Pianta Village as your first level without even making use of any custom savestates (indeed, the any% run is going to use that route since it's faster, and even non-TAS players sometimes do so, but good luck getting through section 5 or its coin-laden reprise without tools). As for the note from the original post, "all shines" is the very definition of 100%, so asking how to get one without the other is as futile as asking how to beat the game without going through the Bowser fight.
