You could also translate/explain the TAS using subtitles—whether built-in, .srt, or Lua-assisted. There, problem solved.

The only problem is that might be a lot of work for a long TAS, but if the TASer is willing to put that much time and effort into it, that would be the middle ground.

I'd much rather have the fan translation and just give them their own sections if you must.

The RNG-altering aspects are what worry me most. If a run doesn't sync on both the original JP version and the fan-translated version, then it's difficult to really justify as the exact same game. In cases like this, it shouldn't fully obsolete any JP version unless said JP version is woefully out-of-date. For translations that do sync perfectly, however, there wouldn't be any problem at all, since one could simply make the run on either version, and have multiple encodes. ...I'd probably side with the full legalization of fan-translations, since it seems a great road to increasing the TASes that show up here.
First a movie gets submitted, and ends up accepted despite breaking rules other runs have been rejected for. And when I vote less than spectacularly on this movie, I become the victim of harassment and threats. Yay, favoritism.

I don't think any translation hacks are going to sync in both the original and translated versions, simply because it takes several times more characters to present a given concept in English than it does in...er, whichever of the Japanese texts is being used (they have, what, four? Hiragana, kanji, katakana, romanji?). You try being more compact in English when you're fighting against a syllabary.

I'd be fine with not having it obsoleted. I consider them different games anyways
I agree with it. I do not know whether or not the rule should be changed, but I must say even if the rule might be changed, authors have to grapple with Japanese because in general Japanese walkthrough sites are more informative than Game FAQs is about such games officially released only in Japan in many cases. Otherwise the run would have been ugly one.
