is run publishing on hold or something? Because there hasn't been a new run published for 10 days, and I have seen the workbench. Give a fan some runs eh?

I guess it's because many publishers have school break right now, with easter and all. Some of them are probably out of town for the holiday even. We'll probably see some encoded movies popping up on the main page soon. :)

But I can see runs in the workbench getting plenty of yes votes. But they aren't being published. I guess I am not up on the rules like how many votes are needed. But I saw some films I want to see.

There is no strict rule when it comes to number of yes-votes. The purpose of the voting system is the give the judges an idea of how popular and good a movie is. Ultimately it comes down to the judges whether to accept a movie or not, despite the number of votes. In any case, even if a movie has a lot of yes-votes, if the encoders don't have time to encode a movie at the time being, you'll just have to wait a few more days for the .avi. :) Seeing how hard they've worked lately, I don't think it will be too until they get encoded.

It's more of an arbitrary "I feel like accepting this" / "publishing this" than a "This movie has x votes, time to publish/accept it" Honestly, the publication method here's a little wacky, but... (Also, you're wrong. The last movie was published Apr 01, 6 days ago as of right now. Although perhaps you're a time-traveller?)

That's the thing with unpaid encoders with real lives: sometimes they just have other priorities. I still don't see that as a problem. There's no regular flow of submissions, why should there be regular publications? The older members should have their own emulators and roms by now anyways, why rely on the avis?

What does having emulators and roms have to do with anything? I realize it's not regular, but usually I get to see some new runs within 10 days. I understand if people are busy, I am just hankerin for some more action.

Well, you could watch the submission on your emulator instead of waiting for the avi. Then you wouldn't have to complain about something you're not even trying to improve anyway.

Movies get accepted on a regular basis (Thanks to adelikat) but I've noticed that, unless the run is EXTREMELY popular, it's encoded in a first-in-first-out order. The accepted runs at the bottom of the queue are encoded first, so sometimes it takes a month or so for something to get encoded. Be patient.

If there were more encoders, it would be feasible to have avis available prior to publication, but I'm guessing since it takes a lot of time and effort, and submitted runs aren't always published, this may never happen (talk about a run on sentence :P)
