"all exits" would be realistically impossible unless you finish the game, watch the boring ass credits, and then start over. This is because you dont go to the worlds in the order:
1 > 2 > 3 > 4 > 5 > 6 > 7 > 8
you go in the order:
1 > 2 > 3 or 4 > 5 > 6 or 7 > 8
So yeah.
But you can warp to any world map at any time while on the map, simply by tapping the world's icon on the bottom screen. It'd be a simple matter to go back to earlier worlds if you didn't wanna skip any. :p
I think a 100% would be the most interesting, having played the game myself. Optomizing coin routes and utilizing probably glitches/that damn turtle shell (that sucks massive balls) would be insane. However, as with Sonic 3D, an Any% would be best for starters... to, say, wet the appetite of all the viewers ;)
You ought to explain why you think this. While the earlier Mario games might have two versions (one being with warps and the other being without), games since Super Mario World have changed with respect to warping. The low% completion of Super Mario World, for example, uses the star road which is basically a set of warps. The 100% version (e.g. 96 exit run) on the other hand, also uses the star road, but that's not what the run's completion is judged on.
Basically what I'm saying is that making 'warpless' be a parameter for a TAS for this game is an arbitrary one. Low% is finishing the game as quickly as possible (with the use of warps or not), and 100% is finishing the game as quickly as possible while collecting all coins, all exits, etc etc, with or without the use of warps.
my two cents
I think "completes the game as quickly as possible while beating every level at least once" is just as arbitrary as "completes the game as quickly as possible without using any warp cannons". Some people would rather see one, others would rather see the other; it's not objectively clear that either is better than the other. I would rather we vote on which runs to accept if and when those runs exist than vote on which categories to consider accepting (which would serve to reduce the variety of runs).
Also, the warps in this particular game are of the skip-multiple-worlds variety (not the reach-otherwise-unreachable-places variety), like Super Mario Bros 3, which currently has a published warpless run and no 100% run. I don't see how it makes a difference that this game lets you backtrack after warping.
I'm willing to see this NSMB Speed Run on either the Best DS Emulator out there or in a real Handheld. That way, that'll be the first Nintendo DS Speed Run I've ever seen.

(SDA) I am making a New Super Mario Bros 100% run segmented. I have made a good route too but it need some tweaks before I can make it comfirmed. The main difference for this are:
Manipulating the Red ? Boxes and or Hammer Bros to:
Traveling the least distance after a level has been completed
and traveling to a level that is useful to pickup a rare power up (like Blue shell on Water levels and Mini Shroom on certain hidden exits.
My SDA run won't be abusing the luck because that is quite difficult but I am going to use most of the Star Coin paths as save points and red mushroom houses to get either Blue Shell or Mini Shroom.
Possible TAS tip:
When using the Blue shell it is still possible to triple jump out of it and the speed seems to be faster than Shell sliding. It's basically Super Mario World's Jump abuse all over again but a bit harder when it comes to jumping and landing.
Since Mario can skip entire worlds without warping, NSMB is very different from other Mario games.
Naturally these two runs seem most obvious:
* Any% (fastest possible defeat of Bowser)
* 100% (recommended order: 1, 2, 3, World 2 castle as mini Mario, 4, 5, 6, World 5 castle as mini Mario, 7, 8)
The question is whether there is any need for a third run that hits in between... A no-warps run that allows shortcuts through a world but no warps to another world. This means TAS'ers would have to decide whether World 3 is faster than World 4, and whether World 6 is faster than World 7.
Naturally there will be disagreement, but in general I figure if there is demand for it and someone is willing to put it together, then it deserves to be shared... even if such a run might not make the cut for most games. I mean, this is Mario after all.

For either All levels or All levels and every Star coin spent run. There isn't any red boxes that goes to the castle levels (I think) so you may have to get a mini-shroom in reserve and collect it a few frames before the last fireball hits the mommy pokey boss.
Also if you get the cannon of World 4 that leads to World 7 you DON'T need to do 2 fights against Petey in World 5.
