I wouldn't be surprised if a TAS can win in <1 hour, since what makes real time speedruns so slow is having to carefully place all of your buildings, while a TAS will place one building per frame (60fps game), and spend the rest of its time placing assembly machines and crafting all of the ingredients that would normally be in your handcrafting queue (which is what takes up most of the rest of the wait time).

I'm not sure if that mod plans to implement multiplayer, but by building replay files directly, Factorio has the potential for TAS replays with thousands of engineers working together. I was able to cobble together a proof-of-concept SteelAxe% run that takes about a third the time of the published single-player SteelAxe% TAS, and it's pretty daunting how much room for optimization there would be with thousands of players launching a rocket.
