I am new to the TAS scene, but I am confused about this movie and the rules.
Consider HappyLee's SMB1 run, which is a 1-frame improvement over klmz's previous run.
This movie has 19 frames of blank input at the end of the fm2 file.
The movie it replaces, by klmz, has 22 frames of blank input at the end of the fm2 file.

"It should end with the last input. Don't leave any blank input at the end of the movie."
By this measure, it could be argued that klmz's movie is better... it takes 1 frame longer to beat the game, but the last input is a couple of frames earlier than HappyLee's last input.
Now, I agree that esthetically, HappyLee's is better, because it beats the game 1 frame faster.
But, this is not what the TAS rules say, which is a bit confusing....
