Samsara: While I'm not normally a fan of the notability clause in our rules, the nature of Tic-Tac-Toe as a game means that there really isn't any possible way to make either a quality or notable version of it. It's a basic game, essentially a beginner's programming project, and without spicing it up in some significant ways, there's really no way I can see it being published. Like denying beer that someone made in their bathtub, rejecting for bad homebrew.
DrD2k9: Unrejecting and re-evaluating following rule changes.
DrD2k9: Notability is no longer necessary (because, you never know who might like bathtub beer), and this game meets our definition of a video game (which acknowledges, in the same way that bathtub beer is still technically beer, that a simple/little-known/homebrew video game is still technically a video game). Nothing apparently sloppy in the gameplay actions.
It would likely require someone to prove that it's only necessary to place 3 X's in order to win to declare this run to be sub-optimal.
